Updated on: 6.25.18 Let us start with the present crisis in the FBI as the whole organization, and then we will try to address the specific problems of Puerto Rico.
“FBI may be biggest loser in investigation of investigations: Favorable opinion of FBI has dropped from 52% to 43% since February” [of 2018]. Some observers supposed that there were able to diagnose the problem correctly and they conveniently blamed on the FBI leadership, attempting to pinpoint the root causes of this dangerous disorder. Me thinks humbly, that those “root causes” are many, and they are intricately intertwined, as it always is in the genesis of the complex phenomena, and these “causes” are in the perpetual need of good, objective, scientific analysis. However, “the leadership aspect” of this undeniable crisis appears to be painfully and definitely present. That what the papers say.
The following episode is the illustration of the sick, almost surrealistic, obviously dysfunctional state, akin to prostration, that FBI found itself, on and off, during the Obama Administration. No wonder, they missed the show.

If Mr. Comey, the former FBI Director, did not know that Weiner and Abedin were married (and this was the whole point of this circumstance), and most likely he did not know and did not care about the other very relevant things, it means that he, and consequently the whole of the FBI in that period, was out of touch, out of place, and out of time. “And still your fingers on your lips, I pray. Without any doubts, FBI was on its sure and hellish way to become the American KGB under Obama.

The “Moral Law”, the Devils, and the Genes
M.N.: The “Moral Law“, a cornerstone of the Western Civilisation, is not a Caribbean invention. Formerly a penal colony, a place of exile for criminals and gypsies, with the population up to 80% genetically Taino, etc., Puerto Rico had never been overburdened by these “moral, socio-moral, and politico-moral” constraints and considerations. This might explain, at least in part, why “the “Carpetas” is the uniquely Puerto Rican phenomenon”, and why it is very unlikely, that this ugly FBI strategy would work in the mainland U.S., and largely it did not. The truth, and especially the scientific truth, cannot care less about the “politically correct” and sterile stereotypes. Human knowledge is immune to the baseless and brainless accusations of “racism” and other similar implied “sins”. These attitudes are just the signs of the impotent “groupthink“.

There are many various color labels attached to these big and little devils and their behaviors (there are “white devils”, “black devils”, “in-between devils”, “brown devils”, “red devils”, “yellow devils”, etc., etc.), but all these are just color and colored labels, all those devils are our inner devils, they are the signs of predatory animalistic behavior in a man; the antecedents of criminal and abnormal behaviors in a man. The “political and social structures” continue to live and to be transmitted through the genes, because the human behaviors, and therefore human cultures, social structures, etc., etc., are genetically inherited and perpetuated. This biological fact does not logically lead and does not justify racial and other discriminations in any way, just the opposite: the awareness of these factors have the potential to enhance racial fairness, equality, and justice.
Can the cases be fabricated?
The Past is the best predictor of the Present and the Future. If the cases were “fabricated” during the fever stage of the Puerto Rico COINTELPRO years of 1950s-1980s, they can be “fabricated” now and again, and for a variety of reasons. There is no definitive information on the status of this issue. With regard to the Past, and to the “Carpetas”. Be it all as it may, scientifically, half-scientifically, or not scientifically at all; for the practical purposes of the resolution of the currently clearly abnormal socio-political situation in Puerto Rico, it is reasonable to conclude that “the wound will not heal if the whole truth does not come out. Rosa Emilia claims that Leff (FBI Director of PR Branch) “talks a lot”, or “talks too much”. I do not see what it is “too much” that he said. His statement regarding the investigations and the pending prosecutions of the “dirty politicians”, regardless of who they are, or whom he meant, are entirely appropriate, and even gracious and legally and politically correct: he gives the advance warning that corruption will not be tolerated. No one can argue with these goals. The questions are, HOW it is done, and HOW ETHICALLY it is done. Denies accusations of former employee who won a lawsuit and says that the case is not over yet.
Federal prosecutor Rosa Emilia Rodriguez defended herself against the accusations made by the former employee of her office that won her a lawsuit for retaliation and hostile work environment.
Speaking last night to ABC5’s On Record program, Rodríguez Vélez said that it is still being evaluated if the case is appealed, that it has not been concluded, and criticized the plaintiff, former intelligence specialist Francisco Reyes Caparrós.
¨Our position was always doing the right thing. This gentleman, as has always been said, suffers from immaturity, from other situations that I will not attract at this moment because I feel sorry that he has abused this moment and I am not going to abuse him. This is absolutely false, we have other mechanisms that we will be following in this case and that people should trust our record and how we are as human beings, “Rodriguez Velez told the television.
To questions about whether cases were fabricated or that at some point he demanded that figures be sought as judges to file charges, Rodríguez Vélez replied: “It is absolutely false. I live quietly, I sleep quietly. I’ve dedicated my whole life, 30 years as a federal employee, 12 years as a federal prosecutor for Puerto Rico, a lot of pride, my record is there, my office, I completely deny that. ”

Rodríguez Vélez regretted that Reyes Caparrós did not make those allegations during the trial. The prosecutor said that the processes in her office are very rigorous and said that the “institutions” must be respected.

“Every day the federal prosecutor’s office is an institution that Puerto Rico needs, and you have to trust the institutions,” he said.
On the possibility of her being replaced as head of the federal prosecutor’s office in Puerto Rico, Rodriguez Velez said that she is in that position as long as the Department of Justice and the president of the United States determine it. “I am a career employee,” he said.

After the former employee of the Federal Prosecutor’s Office in Puerto Rico, Francisco Reyes Caparrós, made statements about an alleged environment of “terror” that reigns in the office headed by Rosa Emilia Rodriguez and spoke about the manufacture of cases in this body, Rodríguez defended alleging that the gentleman who won a suit for work harassment to his office suffers from “immaturity.”
Their expressions were made in an interview by the program ‘En Récord’ that ABC 5 Puerto Rico transmits.
“This man suffers from immaturity, suffers from other situations that I will not bring at that time because I really feel sorry that he has abused the moment,” said Rodriguez, reacting to the allegations presented by Reyes Caparrós. Consequently, the head of the federal prosecutor downplayed the allegations indicating that her work speaks for her, despite yesterday the head of the Federal Bureau of Criminal Investigation (FBI, for its acronym in English), Douglas Leff, avoided talking about the functions of Rodriguez in the presiding office and in substitution, stressed that “the most important thing is the employees that work in the streets”.
“My record is there, the record of my office is there, I completely deny that, it makes me sad, because precisely if he had that kind of argument he should have brought it in the trial which he did not bring and none of those things he said after the verdict because he had brought it and none are true, “Rosa Emilia claimed.
Last May, a court suggested an indemnity of $ 300,000 for Reyes Caparros for, among other things, being subjected to labor in the office that Rodriguez presides over.

Put this story and the issues it raises in a broader perspective, and it is
Mr. Caparrós said that “it is possible” that cases have been manipulated to obtain convictions. He accused the Office of the US Attorney in Puerto Rico of conducting the “reign of terror”. Ms. Mestey-Borges’s accusations of “sexual harassment” also raise some pertinent questions. Two more cases against this office are pending.
The Access to Justice, the issues of the False Evidence, the Wrongful Convictions, and the Miscarriagesof Justice, among the others, these are the problems that the U.S. Attorney for Puerto Rico should be preoccupied with, it seems to me. And not just, and not necessarily with the self-serving “show prosecutions” and the “show trials“.
These tactics do smack of Stalinism, and the practical efficacy of this strategy, which is basically based on the attempt at intimidation by the FBI, is very questionable. The rain always falls, and the mushrooms always grow.
The Big Sister Is Watching You!
“I want a judge, get me a judge”
(For the show trial.) This is a memorable quotation. “There were times where instructions were given that this person must find a way to prosecute,” he said. As an example, he alleged that Rodriguez asked to prosecute a state judge . “It is an aberration to be in a meeting and to say: ‘I want a judge, bring me a judge’, because she wanted a judge. That was the target, a state judge, “he said. The journalist Rafael Lenín López asked him if those expressions occurred before the trial of the former judge of Aguadilla Court Manuel Acevedo Hernández , convicted in April 2015 for judicial corruption, to which Reyes Caparrós answered with a “yes”. That’s the corruption refined, corruption par excellance. With the FBI’s good intentions, and the FBI’s good little cowboys Carlitos and their lies, cleared and paved is the path to their blessed Banana Republic and its eternal paradise! Get ready, America! Yes, in my humble opinion, it is Carlos Cases of the FBI, who is the real culprit and the instigator of the “reign of terror” in the various ways, shapes, and forms in Puerto Rico, and this was the very stupid thing to do in Puerto Rico. He was and is hiding skillfully behind the others. Rodriguez-Velez blamed him squarely for Caparros’s investigation. “But it was not an investigation of mine, it was from the FBI”, she said at the beginning of the trial. It appears, as reported, that the FBI’s main concern was that Mr. Reyes might be exposed to the molesting influence of the Russian underage prostitutes. Were the prospects of such a horrible predicament (to be seduced and molested by the “underage” – what is that? Of what age? – Russian prostitutes”) nothing less than the loving, if somewhat overbearing, but the “usual and customary paternalistic concerns” on the part of the FBI, with the specific Puerto Rican flavor, in their mission to preserve Mr. Reyes’ chastity? Or was this particular concern of Mr. Cases’ based on his own personal experiences and vulnerabilities? Or was Mr. Cases in search of his new cases (I suspect that this is the origin of his FBI name “Cases”) to advance his FBI career? What was the cost of these frivolous, baseless, sucked out of a finger, concerns to the taxpayers? And what really important work was missed due to this misallocation of resources? The history and the FBI files are silent on all these points for now. But just for now. We might learn something about these interesting subjects later on. With regard to the quality of these activities as the “counterintelligence operation”, the bull ina china shop would have more grace, care, and sensitivity. It was the Royal Road To Banana Republic, thanks to FBI! Former intelligence specialist Francisco Reyes Caparrós won the lawsuit against the local Federal Prosecutor’s office for “labor harassment and acts of reprisal” on 5/31/2018. Now it looks and feels like the same Process, Part 2: Who planted the “evidence” (“a presentation on socialism”) in Reyes’ computer? Was this the FBI? Answer this question, Mr. Cases. If this was done, then in principle it can be done to everyone and to everyone’s computer. This opens the road to the abuse of power and lays the foundations for the totalitarian, dictatorial rule, namely the same old “BANANA REPUBLIC”. It becomes the issue of public and national safety, security, and concerns.

Did the FBI do that? Did Mr. Cases authorize it? Was it “his job”, was this within the scope of his duties? Was this the FBI set up, the attempt to frame Mr. Reyes by surreptitiously placing the “presentation on socialism” in his computer?
Why was this circumstance not covered by the mainstream media? This fact is the public record. Me thinks, humbly, that this case needs further investigation.
Did the Puerto Rico branch of the FBI, under the Carlos Cases Directorship at that time, try to illegally plant “evidence” in Reyes’ computer?! “A presentation on socialism was also found on Reyes’s computer… It was later determined that someone other than Reyes placed the presentation on his computer.” Did the FBI do this in Reyes case, and why? Answer this question, Mr. Cases. The role of Rodriguez-Velez in this affair is much more publicly visible than that of Carlos Cases, but hers was not the leading role. Nevertheless, the readers comments were quite harsh: “She is now a criminal equal to the ones she pursues.” … “This gentleman showed that the reign of Rosa Emilia in the federal prosecutor’s office must end now. Too many years of abuse on the part of this lady. Arrogant.”

Were the intimidation tactics used by both the PR FBI, namely Carlos Cases, and the PR DOJ, namely Rodriguez-Velez, to keep the law enforcement forces “in line” and under their thumb, under their total control?
Were these two persons corrupt at the same time, dispensing favoritism among the political and commercial friends and allies?
Was the false evidence used by them illegally to frame and to convict, including the law enforcement officers and judges? Was this tactic used as an instrument of intimidation, manipulation, and control?
What is the legal essence and the pertinent details of the sexual harassment case against Velasquez-Velez brought up by Ms. Mestey, and what is the present status of this case?
All these are not the idle questions, and they need their answers.

Good detectives (but especially not very good detectives, because they had a harder time cracking their cases) also did engage in harassing the objects of their investigations (even if they were not sure that those objects were the real culprits), in order to try to prevent the future crimes and violations. O fue el Sr. Casos en busca de sus nuevos casos (sospecho que este es el origen de su nombre del FBI “protectores”) para avanzar en su carrera en el FBI ? ¿Cuál fue el costo de estos frívola, sin fundamento, arrastrada fuera de un dedo, las preocupaciones a los contribuyentes? Y lo que el trabajo realmente importante se perdió debido a esta mala asignación de recursos? El FBI los archivos de la historia y no dicen nada sobre todos estos puntos por ahora. Pero sólo por ahora. Podríamos aprender algo acerca de estos temas interesantes más adelante. Con respecto a la calidad de estas actividades como la “operación de contrainteligencia”, el toro en una cacharrería tendría más gracia, cuidado y sensibilidad. Se establece este hasta el FBI, el intento de enmarcar el Sr. Reyes colocando subrepticiamente la “presentación en el socialismo” en su equipo?
¿Por qué fue esta circunstancia no cubierta por los medios de comunicación? Este hecho es el registro público. Me piensa, humildemente, que este caso se necesita más investigación.
Por qué la rama de Puerto Rico del FBI, en los casos de Consejero Carlos en ese momento, tratar de sembrar ilegalmente “evidencia” en la computadora de Reyes ?! “Una presentación sobre el socialismo también se encontró en la computadora de Reyes … Más tarde se determinó que una persona distinta Reyes coloca la presentación en su computadora.” ¿El FBI hacer esto en caso de Reyes, y por qué? Responder a esta pregunta, señor Cases. El papel de Rodríguez-Vélez en este asunto es mucho más visible para el público que la de Carlos casos, pero ella no era el papel principal. Sin embargo, los comentarios de los lectores eran bastante duras: “Ella es ahora igual a un criminal a los que ella persigue.” … “Este caballero mostró que el reino de Rosa Emilia, en la oficina del fiscal federal debe terminar ahora. Demasiados años de abuso por parte de esta señora. Arrogante.” Que guarda los guardianes de Puerto Rico? Disparar Carlos Casos del FBI! Fuego Rosa Emilia del Departamento de Justicia! Son una vergüenza para el gobierno de Estados Unidos! Investigar los dos en profundidad!
